1.0 Name


The organization shall be known as the St. Vincent Taekwondo Federation (herein referred to as STF).


2.0 Objectives


a) The instruction, promotion, and development of Taekwondo in St. Vincent and abroad. This will include Traditional Taekwondo instruction, competition (Sport) Taekwondo, and refereeing/judging at approved events.

b) The STF will operate as a single-style Taekwondo organization. c) The STF will provide equal opportunities for successful participation by all sections of the community. d) The STF will operate as a non-profit organization with no paid officials.


3.0 Affiliation


The STF shall be affiliated with the Pan American Taekwondo Union (PATU) and World Taekwondo (WT).


4.0 Membership


All members are subject to the Constitution and Rules of the STF.


4.1 Club membership


a) Full club membership of the STF is open to any St. Vincent–based Taekwondo club that is not already a member. b) All instructors/coaches must hold a valid STF Coach License. c) Provisional club membership is offered to new clubs whose instructors/coaches do not yet hold a license. d) Provisional members must obtain a license within one year or membership will be withdrawn. e) All clubs must license all athletes and coaches with the STF.


4.2 Individual Membership


a) Open to all athletes and instructors/coaches from full or provisional member clubs.

b) Members aged 15 and under are Junior Members; 16 and over are Senior Members. c) No discrimination based on race, creed, religion, sex, martial lineage, sexual preference, impairment, or disability. d) All individual members must hold a valid STF license.


4.3 Suspension, Refusal or Termination of Membership


a) The management committee may refuse, suspend, or terminate membership for just cause, with right to be heard. b) Reinstatement may be applied for at the next committee meeting. c) Non-renewal of licenses results in suspension until renewed. d) Suspended members may not take part in STF activities. e) Terminations will be given in writing.


5.0 Office Bearers


The office bearers of the STF shall be: President, Vice President, Treasurer, Technical Director, Secretary, Child Protection Officer, Chief Referee. All serve for 3 years; the President must be a voting member.


6.0 Management Committee


a) The affairs of the STF shall be conducted by a committee of voting and non-voting members. b) Must meet at least once a year. c) Decisions by majority vote; Chair has casting vote in ties.


7.0 Finance


a) Income and property are applied solely to STF objectives. b) Funds raised via license fees and other charges. c) All monies lodged in STF bank account; two signatures required. d) Financial year runs April 1 to March 31.


8.0 License requirements


a) Members must apply for an STF license within 4 weeks of joining. b) Licenses renew annually on March 1.


9.0 Grading criteria


All grading candidates must hold a valid STF license.


9.1 Grading syllabus


Minimum grading requirements set by the committee; clubs develop their own syllabus based on these.


9.2 Gup Grading examinations


a) Conducted by member clubs. b) STF may hold open Gup gradings. c) Clubs issue Gup certificates.


9.3 Dan Grading examinations

10.0 Senior Instructors


The STF will have a group of Senior Instructors (4th Dan and above with valid STF Coach License).


11.0 Policy of non-interference


The STF will not interfere in day-to-day club operations except as required by the constitution.


12.0 Communication


Primary communication via email; all members/clubs must maintain a working address.


13.0 Alterations to the constitution and rules


Amendments require majority vote at a committee meeting.


14.0 Dissolution of the STF


Upon dissolution, assets go to a similar organization or charity, not to members.


15.0 Declaration


This is the current and accurate Constitution and Rules of the St. Vincent Taekwondo Federation.
