1. Introduction & Context
The St. Vincent Taekwondo Federation (STF) operates in a small island environment with a limited sports infrastructure, modest funding sources, and geographic challenges that can restrict access to international training and competition.
Yet, these limitations also present unique opportunities — to build a tightly knit, well-organized federation where every member is known, supported, and given a fair pathway to succeed.
This strategic plan provides a 4–8 year roadmap to grow participation, develop elite athletes, and strengthen governance — ensuring that St. Vincent and the Grenadines is recognized regionally and internationally as a disciplined, respected, and competitive Taekwondo nation.
2. Vision
To make Taekwondo the most respected and accessible martial art in St. Vincent and the Grenadines — producing athletes, coaches, and officials of world-class caliber while fostering discipline, respect, and community pride.
3. Mission
To develop Taekwondo at every level — from grassroots to elite performance — through structured programs, ethical leadership, and inclusive community engagement.

5. Strategic Priorities & Goals
Priority 1 – Athlete Pathway Excellence
Goal: Develop a clear Long-Term Athlete Development (LTAD) pathway that supports growth from beginner to elite.
Implement Grading & Promotion Policy across all clubs.
Establish National Development Squads for talent ages 11–17.
Secure international training exchanges with regional federations.
Quick Wins (Year 1–2):
Run 2 national training camps annually.
Create a national athlete database.
Hold open selection tournaments with transparent scoring.
Priority 2 – Coaching & Technical Development
Goal: Build a national coaching standard aligned with international certification bodies.
Launch Coach Development Pathway with Level 1–3 tiers.
Require criminal background checks for all coaches.
Provide access to online and in-person technical workshops.
Quick Wins (Year 1–2):
Certify at least 5 new coaches.
Partner with Pan American Taekwondo Union for virtual clinics.
Priority 3 – Governance & Compliance
Goal: Operate under international best practice in transparency, safety, and accountability.
Finalize all STF policies in the Policy Bridge.
Implement annual audits and publish a public report.
Establish Athlete & Coach Councils for feedback.
Quick Wins (Year 1–2):
Publish Policy Bridge online.
Host first AGM with open Q&A session.
Priority 4 – Competition & Representation
Goal: Increase international representation of Vincentian athletes.
Participate in at least 3 regional tournaments annually.
Host one regional or invitational event in St. Vincent within 4 years.
Quick Wins (Year 1–2):
Send a minimum of 2 athletes to one Pan American event.
Partner with tourism board to pitch St. Vincent as an event host.
Priority 5 – Funding & Resources
Goal: Secure sustainable funding to support athlete travel, equipment, and training.
Develop Sponsorship & Fundraising Policy.
Build corporate partnerships with local businesses.
Apply for regional and international sport development grants.
Quick Wins (Year 1–2):
Launch community fundraising events.
Secure one major sponsor for the national team.
Priority 6 – Community Engagement & Inclusion
Goal: Expand participation across all parishes and demographics.
Create Women in Taekwondo Development Strategy.
Partner with schools for after-school programs.
Introduce low-cost entry programs for underserved communities.
Quick Wins (Year 1–2):
Hold free public Taekwondo day events.
Launch school Taekwondo outreach program in at least 3 schools.
